AN ORDINANCE AMENDING THE CODE OF ORDINANCES, TOWNSHIP OF EAST ROCKHILL, BUCKS COUNTY, PENNSYLVANIA, CHAPTER 18 (SEWERS AND SEWAGE DISPOSAL), TO REVISE PART 2 (WASTEWATER COLLECTION AND TREATMENT) RELATING TO THE GENERAL REGULATIONS ON PH STANDARD LIMITS FOR WASTEWATER; TO REVISE PART 1 RELATING TO FLOWS REQUIRING HOLDING TANK MAINTENANCE REGULATIONS; AND TO CREATE A NEW PART 5 CREATING STANDARDS FOR INDIVIDUAL AND COMMUNITY SANITARY SEWAGE DISPOSAL SYSTEMS; AND PROVIDING FOR SEVERABILITY AND AN IMMEDIATE EFFECTIVE DATE
Notice is hereby given that the East Rockhill Township Board of Supervisors will consider for possible adoption an ordinance, of which this Notice is a summary, revising the pH characteristics of prohibited sewer discharges. The ordinance also creates a new Part 5 to Chapter 18, entitled “Individual and Community Sanitary Sewage Disposal Systems” which: provides definitions of terms used; sets the requirements for permits and maintenance; provides for the right of entry and inspections; establishes proper operation procedures; sets forth the prioritized list of systems for installation; provides the Health Department powers to require repair or replacement of systems; authorizes the placement of municipal liens; requires the proper disposal of septage; establishes requirements for in-ground, drip irrigation, or sand mound systems, Individual Spray Irrigation Systems, small flow treatment facilities, holding tanks, alternate and experimental systems, community sewage systems, and replacement sewage disposal areas; establishes requirements for sewage management agreements; sets procedures for appeals and waivers; establishes penalties for violations; addresses municipal liability; and provides for an immediate effective date.
The Board will consider the ordinance at its October 22, 2024 meeting, 7:00 p.m., in the East Rockhill Township Municipal Building, 1622 Ridge Road, Perkasie, PA 18944. A full copy of the proposed Ordinance may be examined at the Township offices and the offices of the Intelligencer newspaper during normal business hours. All interested persons are invited to attend and provide comment at the public hearing.
