Where does the money go?
From time to time we have all asked ourselves the question with regard to personal finances "Where does all the money go?"
With a total annual township budget of over 2 million dollars, the following is a brief explanation of the township's finances:
Under State law, the township finances are divided into four distance funds; General, State, Sewer and Enterprise. The General Fund revenues are generated by taxes (real estate, earned income, per capita), fees (permits, fines), grants (State and Federal), and transfers from the other funds. The revenues are then budgeted for expenditures for administration (property operations, staffing and wages), legal and engineering, public safety (building/zoning, police protection and public works).
The Utility or Sewer Fund revenues are generated through public sewer connection fees and sewer use charges. The revenues are then budgeted for maintenance of the township owned sewer lines, and treatment costs at the regional plant.
The State Funds are generated from an allocation of Pennsylvania Liquid Fuels (gas tax) monies the State allocates to each municipality in the commonwealth based on a formulation using census population counts and miles of roads within the municipality. These funds are then budgeted in combination with General Funds for paving, road maintenance, and snow removal.
The Enterprise funds are generated via financial enterprises such as the golf driving range fees. These funds are budgeted to cover overhead expenses and then may be used to help bolster the general fund. |
